China and Thailand Sign the Memorandum of Understanding on the Cooperation on Vocational Education on project of the Lancang-Mekong Cooperation Special Fund

On November 25, Chinese Ambassador to Thailand Lyu Jian and Ms. Duriya Amatavivat,Deputy Permanent Secretary for Education of Thailand signed the Memorandum of Understanding on the Cooperation on Vocational Education on project of the Lancang-Mekong Cooperation Special Fund in Bangkok. Representatives from the office of the Deputy Minister of education of Thailand, the Vocational Education Commission and Embassies of Lancang Mekong countries in Thailand attended the signing ceremony.

In his speech, Ambassador Lyu noted that Lancang-Mekong cooperation focuses on the future development of member countries and bringing tangible benefits to the people. Premier Li Keqiang pointed out at the 2nd Lancang-Mekong Cooperation leaders' meeting that to speed up development and get rid of poverty, Lancang-Mekong countries should fundamentally rely on education and talents, and turn huge population advantages into human resources advantages. China is willing to strengthen human resources cooperation with Mekong countries to help cultivate more talents at all levels needed for development. At the beginning of this month, Premier Li Keqiang paid an official visit to Thailand and met with Prime Minister Prayut. The two prime ministers agreed to strengthen cooperation in education and training. The Ministry of Education of Thailand will use the special fund of Lancang-Mekong cooperation to organize vocational technique and vocational education training for China-Thailand-Laos railway, so as to reserve talents for future cooperation. China is willing to work with Thailand to make good use of the platform of Lancang-Mekong cooperation, continue to strengthen cooperation in education and training, so as to provide sufficient human resources for jointly building the economic development belt of Lancang-Mekong region and to realize sustainable economic growth of the sub-region, with a view of bringing more benefits to the people in the region.

Ms. Duriya Amatavivat said that Lancang-Mekong cooperation mechanism is established with the aim of reducing the gap between rich and poor countries in the sub-region, helping local economic and social development, and building a community with a shared future for peace and prosperity for Lancang-Mekong countries. Inadequate employment is the main challenge faced by some Lancang-Mekong countries. The Thai government has established the "Thailand 4.0" plan to promote labor supply in line with the needs of economic development. At the same time, the Thai government has formed a 20-year national development plan to promote economic transformation and upgrading. China is applauded for providing financial support and organizing vocational education and training. It is believed that this special fund for Lancang-Mekong cooperation vocational education project will contribute in continuously improving the level of Vocational Education in relevant countries and laying a solid foundation for future development.

Lancang-Mekong cooperation is a new sub-regional cooperation platform jointly initiated and built by China, Cambodia, Laos, Myanmar, Thailand and Vietnam. In March 2016, the first Lancang-Mekong Cooperation leaders' meeting was held in Hainan, during which the Lancang-Mekong cooperation mechanism was formally established. China announced the establishment of a special fund for Lancang-Mekong cooperation by providing $300 million in five years to support small and medium-sized cooperation projects proposed by the six countries.
