I. Please brief on the historical context of the Taiwan question.

Taiwan has belonged to China since ancient times. It is China's largest island and an inalienable part of China’s territory. Since the Song Dynasty in the 10th Century, successive Chinese governments have established administrative authorities in Taiwan to exercise jurisdiction.

On 1 October 1949, the Central Peoples Government of the People’s Republic of Chinawas proclaimed, replacing the government of the Republic of China to become the only legal Government of the whole of China and its sole legal representative in the international arena, and so naturally should fully enjoy and exercise China’s sovereignty, including its sovereignty over Taiwan.     

After the founding of the People's Republic of China, the KMT ruling clique retreated to the Taiwan Province of China and, with the support of foreign powers, stayed in confrontation with the Central Government, hence the Taiwan question.

In October 1971, the United Nations General Assembly adopted at its 26th session Resolution 2758, which expelled the representatives of the Taiwan authorities and restored the seat and all the lawful rights of the Government of the PRC in the United Nations. In December 1978, China and the U.S. issued the Joint Communiqué on the Establishment of Diplomatic Relations, in which the U.S. recognizes the Government of the Peoples Republic of China as the sole legal Government of China and acknowledges the Chinese position that there is but one China and Taiwan is a part of China.At present, the 181 countries that have established diplomatic relations with China recognize that "there is but one China in the world, and Taiwan is an inalienable part of Chinas territory".


II. The U.S. President Joe Biden stated he does not support Taiwan independence. Why does a U.S. Congressional leader  insist on visiting Taiwan?

The Taiwan question is the most important and most sensitive issue at the very heart of China-U.S. relations. The U.S. has reiterated multiple times the one-China principle and does not support Taiwan independence. On 28 July, President Xi Jinping spoke by telephone with President Joe Biden at request. President Joe Biden reiterated that the one-China policy of the U.S. has not changed and will not change, and the U.S. does not support Taiwan's “independence”. Nancy Pelosi’s visit to Taiwan shows that the US is inconsistent in its words and deeds, treacherous and disgraceful, and can only further bankrupt the national credibility of the U.S..

Currently, the Taiwan Strait is facing a new round of tensions and severe challenges, and the fundamental cause is the repeated moves by the Taiwan authorities and the United States to change the status quo. The Taiwan authorities have kept seeking U.S. support for their independence agenda. The U.S., for its part, has been attempting to use Taiwan to contain China and emboldening "Taiwan independence" separatist activities.  


III. What impact will Speaker Nancy Pelosi's visit to Taiwan have on regional security and stability?

Nancy Pelosi’s visit to Taiwan will seriously affect the security and stability of the region. As the incumbent leader of the U.S. Congress, Nancy Pelosi’s flagrant visit to Taiwan is a major political provocation to escalate U.S. official exchanges with Taiwan, and connivance and support for “Taiwan independence” separatist forces.

The real purpose of the U.S. playing the “Taiwan card” is to use Taiwan to contain and suppress China, delay China’s development, maintain the U.S. hegemonic status, and promote U.S. hegemonism. A wanton trampling on the basic norms of international relations, this will push China and the U.S. into confrontation and conflicts, trigger the escalation of tensions across the Taiwan Strait and may lead to a series of serious situations and grave consequences, which will have severe impacts or even catastrophic consequences on regional peace and stability.

IV. What is China’s position and proposition?

Speaker Nancy Pelosi’s insisting on visiting China's Taiwan region in disregard of China's strong opposition and serious representations is a serious violation of the one-China principle and the provisions of the three China-U.S. joint communiqués. It has a severe impact on the political foundation of China-U.S. relations, and seriously infringes upon China's sovereignty and territorial integrity. It gravely undermines peace and stability across the Taiwan Strait, and sends a seriously wrong signal to the separatist forces for "Taiwan independence". China firmly opposes and sternly condemns this, and has made serious démarche and strong protest to the United States. The Chinese Government and the Chinese people have taken and will continue to take resolute and forceful measures to safeguard its sovereignty and territorial integrity in response to the U.S. Speaker’s visit. All the consequences arising therefrom must be borne by the U.S. side and the "Taiwan independence" separatist forces.

China strongly urges the United States to stop playing the "Taiwan card" and using Taiwan to contain China. It should stop meddling on Taiwan and interfering in China's internal affairs. It should stop supporting and conniving at "Taiwan independence" separatist forces in any form. It should stop its acts of saying one thing but doing the opposite on the Taiwan question. It should stop distorting, obscuring and hollowing out the one-China principle. It must take credible actions to observe strictly the one-China principle and the provisions of the three China-U.S. joint communiqués, deliver on the "five noes" commitment made by the U.S. leadership (i.e. not seek a "new Cold War"; not seek to change China's system; the revitalization of its alliances is not against China; not support "Taiwan independence"; not look for conflict with China), and not go further down the wrong and dangerous path.

China and Thailand are comprehensive strategic cooperative partners. Since the establishment of diplomatic relations between the two countries in 1975, the Thai side has always adhered to the one-China principle, which is explicitly reflected in many important documents such as the Joint Communique on the Establishment of Diplomatic Relations, the Joint Statement on the Plan of Action for the 21st Century, the Joint Statement on Establishing a Comprehensive Strategic Cooperative Partnership, and the Long-term Program on the Development of China- Thailand Relations as well as the joint press statements by the two governments. The Chinese side is convinced that Thailand, as a friendly neighbor of China, will continue to uphold international justice, support China’s efforts to safeguard state sovereignty and territorial integrity, champion China’s great cause of reunification, and work with China to jointly maintain the peace and stability in the Taiwan Strait and the region.
