Notice on the Adjusted Requirements of the Health Code Application for China-Bound Passengers Departing from Thailand (Updated May 18, 2022)

In accordance with the latest COVID-19 prevention and control requirements of the Chinese government, The nucleic acid rt-PCR tests conducted 14 days and 7 days before boarding and serum antibody tests are not required for China-bound passengers starting with the flights on and after June 2, 2022. The latest requirements are as follows:

1. About Health Code Application

The Chinese Embassy/Consulates in Thailand review the Health Code applications of Chinese and foreign passengers taking direct flight from Thailand to China. The Chinese Embassy/Consulates will not issue Health Codes for those who depart from Thailand and transit to China via a third country or region. Since the nucleic acid rt-PCR tests service are not available in the international transit area at the airports in Thailand, the Chinese Embassy/Consulates will not review the Health Code applications of the passengers who transit without entry via Thailand.  

For passengers entering Thailand with tourist or other types of short-term visas from a third country: If there is no direct flight between the departure country and China, the Chinese Embassy/Consulates will review their Health Code applications in accordance with requirements for China-bound passengers transiting in Thailand from a third Country. If there is a direct flight from the departure country to China, the Chinese Embassy/Consulates in Thailand will not issue Health Codes for such passengers. For passengers from China(including Hongkong SAR, Macao SAR and Taiwan province) to Thailand on temporary visit, please follow the requirements of passengers staying in Thailand.

2. Tests Requirements before Boarding

2-1 Ordinary China-bound passengers

2-1-1. Taking two nucleic acid rt-PCR tests within 48 hours before boarding in two different medical institutions recognized by the Chinese Embassy/Consulates in Thailand (see the lists on the websites of the Chinese Embassy/Consulates in Thailand), at least one of which is within 24 hours before boarding. For example, if boarding time is 3 p.m. May 20, sampling time of the tests within 48 hours before boarding should be anytime on May 18 to 20 and the sampling time of the test within 24 hours should be after 3 p.m. May 19. 

2-1-2. After receiving the above two negative reports of the nucleic acid tests, please submit for Health Code as soon as possible.

2-1-3. Taking antigen tests within 12 hours before boarding in medical institutions recognized by the Chinese Embassy/Consulates. The test report is not required to be submitted for Health Code application, while it should be presented for check-in at the airport. If boarding time is on or after 12 p.m., the antigen tests sampling time should be within 12 hours before boarding on the same day. If boarding time is before 12 p.m., the sampling time could be after 12 p.m. on the previous day.

Passengers with positive antigen test results will be denied boarding and should follow the requirements of passengers with infection history for future Health Code application. If the passenger can provide a negative report of nucleic acid rt-PCR test with the sampling time later than the antigen test, the passenger should follow the requirements of close contacts for future Health Code application.

Please be noted that the rt-PCR test conducted 7 days before boarding and serum antibody test(regardless of the vaccination status) are NOT required any more.

2-2. Transit Passengers with Tourist or Other Types of Short-term Visas to Thailand from a Third Country

China-bound passengers transiting in Thailand from a third country can apply for the health code from the Chinese Embassy/Consulates in Thailand if they meet the following requirements: 1) there is no direct flight from the third country to China; 2) take direct flights to Thailand; 3) get the green Health Codes issued by the Chinese Embassy/Consulates in the departure country; 4) stay in Thailand for at least 28 days after entry. 

For those passengers who meet the above requirements, please follow article 2-1 (rt-PCR tests conducted 14 days and 7 days before boarding and antibody tests are NOT required) and submit for Health Code. 

Please be noted that transit passengers from a third country must provide truthful travel history documents including photos of the complete passport pages with the exit stamp of the departure country and the entry stamp of Thailand. Falsification of passport pages or submitting other person’s passport pages will cause the eligibility to apply for a health code to be suspended.

2-3. Passengers with Infection History

Passengers who have been diagnosed with COVID-19 or tested positive for nucleic acid rt-PCR test are considered as having infection history. Passengers should truthfully report their infection and testing results to the Chinese Embassy/Consulates in Thailand and the requirements to apply for the Health Code are as follows: 

2-3-1. Take two nucleic acid rt-PCR tests with a sampling interval of over 24 hours at medical institutions recognized by the Chinese Embassy/Consulates and the two test results must be negative. Chest CT or X-ray report is NOT required. 

2-3-2. At least 6 full weeks after receiving the test reports (42 days, counting from the second nucleic acid rt-PCR sample collection date), passengers could follow article 2-1 to take boarding tests. 

Please be noted that not truthfully reporting infection history to the Chinese Embassy/Consulates, may cause the eligibility of application for the health code to be suspended.

2-4. Chinese Enterprise Personnel

Chinese enterprise personnel assigned in Thailand (including SOEs and Private enterprise) are required to conduct self-quarantine for 10 days before boarding. The enterprises should issue the Quarantine Certificate (see Attachment) and seal with the enterprise’s official stamp which must be submitted when applying for the health code. Not complying with the self-quarantine requirements may cause the eligibility of the health code applications of that enterprise to be suspended.

2-5. Close Contacts

Passengers who have unprotected contact with confirmed or asymptomatic cases are considered as close contacts. Passengers should truthfully report to the Chinese Embassy/Consulates, conduct self-quarantine and health monitoring for at least 14 days after out of contact with confirmed or asymptomatic cases before a new schedule to China. 

Passengers with positive antigen test results, but a negative  result of the nucleic acid RT-PCR test sampling later than the above antigen test is provided, will be considered as close contacts and denied boarding. They are required to conduct self-quarantine and health monitoring for at least 14 days before a new schedule to China.

2-6. Foreign Ordinary Passport Holders Enjoying Visa Exemption to China According to Bilateral Agreements and Those Holding Valid Chinese Residence Permits

Foreign ordinary passport holders who are qualified to enter China without visa in accordance with bilateral visa exemption agreements and those holding valid Chinese Residence Permits of three categories should make a formal statement explaining both the purpose of the visit to Thailand and to China. The Chinese Embassy/Consulates in Thailand hereby remind the passengers to avoid non-essential and non-urgent international travels.

3. Medical Institutions and Tests Reports Requirements

3-1. Applicants must present their valid identity documents to the designated medical institutions for sample collection in person. Do not go to non-designated medical institutions for sample collection by hearing some “Agents”.

Please submit the authentic tests reports and do not alter the test results, sample collection time or other related information. Please be noted that the applicants themselves shall bear all the responsibility of the submitted documents and personal information. Do not believe in the so called promise of “all the application submitted by the agents will be approved”, allow the agents to submit falsified documents or concealing/fabricating the personal information of the applicants. Any falsification or alteration may cause the application or boarding to be rejected.

3-2. The nucleic acid RT-PCR tests method must be Nasopharyngeal swab and explicitly marked in the test report. Other rapid sampling and testing method such as rapid test kit will not be accepted. 

3-3. Thonburi Lab Center is only open for deported persons by the Thai Immigration Bureau. Other passengers should avoid this Lab.

3-4. The Nucleic acid test can be conducted in all the medical institutions designated by the Chinese Embassy/Consulates and the applications should be submitted to the local Chinese Embassy/Consulates. All the medical institutions (except the institutions for conducting antigen tests) chosen by the applicant must be in the list of the Embassy or the same Consulate. Tests and applications crossing consular jurisdictions will cause the passengers not getting the Health Code in time.

4. Application for Health Code

4-1. How to apply 

4-1-1. Chinese passengers, please apply through “International Version of Epidemic Prevention Health Code” via WeChat or scan the following QR code, fill in and submit the application form.

4-1-2. Foreign passengers, please apply for the health code through the website of https://hrhk.cs.mfa.gov.cn/H5/.

4-2. Application Documents

4-2-1. All the required test reports 

4-2-2. Photos of complete passport information page, Thai visa, Thai residence permit and Thai entry stamp.

4-2-3. Air ticket or flight itinerary from Thailand to China.

4-2-4. Photos of complete passport pages with Chinese exit stamp (for those coming to Thailand from China on temporary visit).

4-2-5. Photos of complete passport pages with the exit stamp of a third country (for those transiting through Thailand to China from a third country).

4-2-6. Quarantine Certificate with the Chinese enterprise’s seal (for Chinese enterprises personnel)

4-2-7. A statement explaining the purpose of the visit to Thailand and to China, Foreigner’s Working Permit, Working Certificate issued by Chinese employer and other supporting documents (for foreign ordinary passport holders enjoying visa exemption to China according to bilateral agreements and those who hold valid Chinese Residence Permits of three categories issued by Chinese public security authorities).

4-3. Attention:

4-3-1. The antigen test report within 12 hours before boarding is not required when applying for the health code.

4-3-2. Please upload all the required documents and submit for Health Code immediately after receiving all the test reports. 

5. Verification of the health code application

5-1. The Chinese Embassy/Consulates will contact the medical institutions to verify the tests reports. Passengers should submit the application as soon as they obtain the results. Applications submitted within 3 hours before boarding may not be verified and approved in time which will affect your travel.

5-2. The airline company will verify and check the health code, nucleic acid rt-PCR tests reports, antigen test result and entry and exit stamps on the passport at the check-in counter.

5-2-1. Passengers should sign in the Wechat APP/website, and present the dynamic green health code/QR code with “HDC” mark within its validity period to the airlines for checking. Screen-shots, printed versions or other forms of health code/QR code cannot be accepted.

5-2-2. Passengers should present the original print-out nucleic acid RT-PCR tests reports. Only those who have negative results will be allowed to board the flight.
